Dashcam shows 98-102 kmh as the boat tug begins overtaking , not like he was stuck behind a slow old fart doing 85kmh either.

Agreed , on both counts. I would like to see some endorsement for caravan / boat towing.
And by the same token I have a heavy arcticulated license and can reverse a semi around a corner and up a lane no problems, but I can't reverse a caravan for ****. Its a vision thing.
A bit more tow ball weight and he may have got away with it.

And then the cars in front pro'ly sped up as well, as their pride just wouldn't live it down if they were overtaken by a boat. Why not just brake and let him in if he is so desperate? Lacking situational awareness pro'ly, especially when it concerns what is behind them, and even beside them!

The speed limit in WA for towing ANYTHING is 100 KPH and this dashcam footage is a bloody good example of why the 100KPH limit here is such a good idea.
I am also pretty sure that Not having your boat strapped down will also incur an unsafe load ticket here as well.
Personally I use one ratchet strap when doing short runs (eg. up 50klm) but anything further I use 2 straps, Seriously it isn't that much effort to tie your boat down properly.
