Yep. Tassie does this well ( OK, not beach driving ) by selling single permits if that's all you want or a one size fits all permit if you are moving around. IIRC the latter is like $60, can't remember how long it covers but fine for visitors like me. 'Course, Qld gets heaps more tourists, might as well gouge 'em.

Vehicle access permit (Department of Environment and Science) edit had this in the camping fee bit. $50 a week is ok with me for vehicle access, but there should be a smaller daily fee. I thought there used to be? Normally we go for a week camping. Not for a while though.
