So here's a summary of why the Covid-19 Ap has been a non-event so far.

And here's why the UK version failed - they didn't talk to Apple and Google about the varying strengths of Bluetooth on various phones.

Funny, I knew about the Iphone problem from day 1, and the government admitted it and said it should be fixed in about 1-2 weeks.
it has taken longer than that But AFAIK it is now fixed with the latest update which came out last week.

This is not a n immediate thing . The app will be valuable over the next few months as things free up and social distances reduce.
I agree it should be mandatory on all smart phones.
At present Subway has an interesting way of counting customers. if you have the subway code on your phone when you apply for the discount it takes your details. better a carrot than a stick.

A number of cafes I've been to in the last two weeks are asking for a name and number at each table as a way of tracking in case of a positive.
    All purely voluntary.

Its a requirement now. They can't open unless they collect contacts. Name, phone and time of visit, I think.
Every place has to get those details, in case a customer is positive and contacts have to be traced.
Staff tell me some people become abusive when asked to record their details. Doesn't worry me.
