There are some other common things which complain if you don't have location turned on when you try using Bluetooth even though they don't need location. For instance, this is what you get presented with when you try connecting a GAP tool via Bluetooth to your android phone when you have location turned off.

I have a late model android (latest OP) and it does not require the GPS to be on to operate Bluetooth.
So if you deny the Covid19 app access to GPS when loading the app, can you still load the app? If it does not need it, you should still be able to load the app.

For a test, try to connect to the BOM weather site and it will ask you to turn on location if it is not already on.

People who are saying they can use Bluetooth without setting location might be surprised to find that location might already be on.
I've set my phone to tell me if an app wants to know my location, so I can approve or reject. It goes off multiple times every day.
The problem is there are two forms of Bluetooth, "classic" and "low energy". They are different things but most people don't differentiate between them, just referring to them as Bluetooth.
Classic Bluetooth was designed to stream things continuously like music, voice etc to other devices whilst low energy Bluetooth was designed to periodically pass small amounts data like indoor location, proximity etc. to other devices.
Classic Bluetooth does not need location services to operate, low energy Bluetooth does but this does not necessarily mean it uses your GPS. In the context of low energy Bluetooth, location services can include where you are in a room, how close you are to something, which way you are facing relative to something etc.
