In the U.K. attempted to tackle it by demanding the telecom pay the cash back to the subscribers. After all they had charged to set up the premium cost number up then taken the charge from the subscriber and then paid it to the third party who called and scammed their subscriber. Telecom operators said no can do as they pass the cash on and do not have it. Poor customer care or cynical profit generation.
Bit like a telecom selling you a phone with unlimited minutes then selling the business you need to call a number which charges you to call and splitting the profits from this higher cost with the business
