That's the accepted norm., and in a perfect world you are correct. However, after reading Tom Frame's book Where Fate Calls, about the Voyager collision, It does seem as though an old boys club of sorts existed back in the Day. Also I have kept abreast of the Melbourne/ Evans collision, having been on Vampire in the Task Group on that exercise spending time searching the sea for survivors [ unsuccessfully] and it has become obvious the Captain of Melbourne was hung out to dry by the US Navy , and our Government did not support him. Two obviously high profile incidents which are far removed from a normal grounding, admittedly.
