    Yes to me it is pretty obvious this is a case of group think - decision by osmosis.

    The Emergency Management Commissioner (the Police Commissioner's boss) said he thought the use of contractors was best - not an instruction but a thought. Underlings took this "thought" to be an instruction and acted accordingly noting that the Police Commissioner did not like the idea. So a combined Yes thought from Emergency Management and a No thought from the Police Commissioner meant underlings sought other solutions to using the Police.

    A bit like Rupert Murdoch not exercising direct editorial direction over his media editors - he thinks something and they take it as an order and they do.

    So underlings in the Vic Public Service took Emergency Commissioner thoughts as an instruction and then it all happened - $30m expenditure is within the approval limits of much lower PS minions.

    Just my thoughts.

    They're doing what's best for their futures not anyone elses. Same with pollies, first and foremost is their own wellbeing and future employment sucking the public purse teat.

    Still gives us a laugh though but when I watch or hear of the lies & machinations going on in Australia I think of poor old Sir Humpey, Jim Hacker & Bernard Wooley.


    Maybe the script was based on the Oz Political scene & not the UK one as we thought?

    No, they're all the same the world over. Self interest is their main motivation. In Oz our pollies thought those 2 programs were documentaries, in the UK they thought it was just funny stuff. But actually the Oz thinking was closer to what is real in politics.
    Whatever it made for great television and like many I still love watching. Minister or PM his face was something to really laugh at.

    Great weren't they but all 3 have gone now to the big Studio Up There. ^^^^^^

    One of the funiest I thought was when Humpey had his key to the shortcut to Jim's office taken away from him & he finished with part blackened face on the PM's balcony & setting off the Security Alarm. While Jim & Dorothy were conspiring on how to keep Humpey out of the Office.

    That is one of my favourite scenes from the whole series. It's one of the few times Jim Thacker got one over Sir Humphrey Appleby. Thanks for the trip down memory lane!
