Wouldn't it be easier to have a transmitter in an existing pedestrian light that can give a warning to a mobile phone, within a set proximity?

A pedestrian crossing near me has the lights at waist height. Has been there like that for over a decade yet I still look up for the lights. The other crossings around here are all set high up like ‘normal’ just this one that is different
