Its not a problem if you have had cause to use mygov before, I had it all set up for medicare and tax so wasnt much trouble for me, It's just a chore if you've never used it before as it requires multiple identity validations to set up from scratch, It's a big ask for people who don't have the necessary skills though, but the complexity is necessary to protect private citizen information.
The process for importing the certificate into the Service NSW app seems a little less robust.

Mine worked fine until the ATO unlinked from the account just by itself, and I've been unable to prove I exist to them since to get it relinked - they want more proof than I can give them as they are saying I need to disclose my Passport details - I don't have a passport. Called them and the same thing "what's your passport number?". Me - Ï don't have a passport" Them - "We need one to varify who you are."
The fact they have my entire tax record on file doesn't seem to be enough, nor or the other details I can give them.

I can’t even get a passport at the moment - I’m trying to get neutralised - I mean naturalised - at the moment but I have the same dilemma - can’t prove who I am despite being here for 45 years. The Passport and Visa I came in on hasn’t been digitised so they can’t use that, they want details I can’t give them - like Dads current passport number - he’s been dead a while and his old passport was cancelled when he shuffled off. Have given them Mums stuff, her Citizenship details, my Brothers passport and Citizenship details, they have confirmed my status as a permanent resident and have everything else but the system doesn’t have enough information to “prove” it’s me, so the application is on hold until I can figure that one out.
Weird eh? They always seem to find & recognise you when they wish to send a Tax Bill I suppose. Wasn't a fillum made about someone like you. "The Man who never was". Slightly different circumstances I know, but at the end of the day they amount to the same thing. You are a nobody.
Your 45 years without taking out Citizenship is a bit risky though. As has happened, Govts change & the rules change. Being a British subject in Oz used to be taken for granted but that changed when Gough Whitlam moved in (& out) Now it seems one has to jump through/over hurdles.
'er indoors could see the writing on the wall & took out Citizenship as soon as she was able. An ex UK friend of ours was of the opinion that it wasn't necessary but quickly changed his mind, when he had travel problems with Visas /Entry Permits & being barred at the border from OS ,his missus was an Aussie so she was proven right.
Glad to see you are now taking steps, albeit difficult ones at the mo.
