He may have been couriering some illicit substances as well as partaking in same ?

That did occur to me. There seems to be a tendency for people involved in illegal activities to not follow the first rule for this sort of activity "do not draw attention to yourself!". Part of this would be careful driving.

There was an outstanding example of this in Sydney a year or two ago when a drug courier with a van containing a bulk shipment managed to hit half a dozen police cars outside a police station.

I once saw a highly modified and brightly coloured Commodore hooning around in New Castle. Only stopped to deliver a stash.

Failing to supply draws the same penalty as a positive result in the highest range.
