I have noticed this in a few publications. First time was in a VFG ( Visual Flight Guide ), which was a loose leaf folder thing... At the end there were a number of pages with "THIS PAGE IS INTENTIONALLY BLANK" printed on them.
Apart from the obvious inaccuracy ( they are NOT blank), what is the point? Why not just omit them altogether?

						SubscriberThe other place it commonly gets used is in loose-leaf reporters, like legal journals. If they re-write a section and it gets shorter or longer there will be a blank page. Those words make it clear that the section did actually end there and the librarian didn't forget to put all the updated pages in.
Although these days, with most reporters on-line, it's less of an issue.

Something like that...... except the VFG where first saw this was a multi ring loose leaf binder.... Anything could be removed or inserted, and the pages were the final ones in the binder. Still, I guess protocols must be followed.
It was just a curiosity in an idle moment.
