413 cubes of unabashed fury...
This looks for all the world like a diesel exhaust brake,, but on a 1961 petrol V8?

I'd say it's a heat riser valve, common on older petrol engines. Performs the same function as the water heated inlet manifolds that came later. Grey motors had 'em, IIRC. That would be a bi-metal spring, like on a viscous fan.

They did have exhaust brakes pon petrol engines, however most likely its a warm up valve, either manually controlled or on a bi metalix/wax plug actuator, by restricting flow it keeps the heat in the manifold which helps warm the engine up.
If the engine is fitted with and EGR system it will open and close with the EGR valve. As early as that engine is I wouldnt expect it to be that but it might just be a later manifold bolted to an early engine.
