Plus if you have comprehensive or third party property or eprsonal insurance you have coverage for your vehicle and passengers as well.

If your caught driving without a license in someone else car they lose the car for the period of your disqualificaiton and should be fined for providing you wiht a car like being an accessory to a crime.
Fourthly highlights our social problem in that death casued by bad driving is covered by catch all phrase it was an accident rather than reckless driving, too high speed, driving while drunk and so on. Kill someone by any other means usually looking at 7 to 12 years inside kill 1 or more people with a car you get no more than 3 years and usually 1 year.
We require in some states for cars to go over the pits in annual inspections but no one ever gets re-tested as driver, we should put everyone on driving simulators and road law testing once every 5 years at least in order to be able to drive.
If you want to pull a caravan, horse float or trailer you should be tested for ability to tow park and reverse with the dam things.
Biggest complaint is that we have different state license laws for cars and drivers we should in today age of computer databases have single National system.
