I agree with Litchfield NP, if I was to drive up there again, I don't think I would bother passing through Kakadu, it is long drive of nothing. The yellow water cruise is great to see crocs and birdlife and yes the early one.
We camped in a spot not far south next this water hole and mate the bloody mozzies. There was a couple in an old Subaru wagon over from us, and when it got dark hopped into the back and wound up all the windows. In >35 degree heat at night it was only about 10 minutes before they just drove off. When spraying the repellent on it was like an attractant. I have never seen so many mozzies. That's just all part of the experience I guess, and depends on the time of year.
There is a track to the Lost city and the Blyth Homestead which is worth seeing. The track wasn't closed in any serious way when I went through a few years ago, but it was worth the drive - reasonably full on - may need a second vehicle.

3 weeks is plenty of time to see both Litchfield and Kakadu. I would suggest going in a clockwise direction from Darwin. Have a look at the Adelaide River Jumping crocs, the Old Bark Hut Inn, Jabiru and the Ubirr?? rock art sites on the east Alligator River. Then head out towards the Katherine Direction and take in the Twin/JimJim falls, Lightning man and Yellow River Tour. This should only take 5 days at the most. Then do the Katherine area. Then head North towards Douglas Daly and see the thermal springs, gorges. Take the track from there to Batchelor and do the surrounding Litchfield parks for a few days.
Keep going clockwise and return to Darwin via the Territory Wildlife Park and Berry Springs. If you have the wife with you make sure she gets to do the Mendel Beach Markets on the Thursday Night when back in Darwin.
Heaps of camping options and some very well presented caravan and camping spots along the way. Enjoy your trip

Seeing as you are going in the dry I think you will do a lot of driving for very little value out to Kakadu. Litchfield is far,far better IMHO. But then if I were going back to the Territory I would be going to Alice - heaps more to do and see..

Jerry, what you are suggesting sounds ideal.
We did the loop 3 years ago and saw everything with time to spare. As already stated Kakadu is alot of driving between tourist icons and we were disappointed. Litchfield was our favourite due to its ease of access and closeness to different accomodation options.
I will be going back to the territory next weekend for 4 weeks with the family.
We are doing the centre via the Tanami ( If open!!) and then making our way North to Darwin for mum to get so retail therapy in. Via Roper Bar and the Daly River of course to reacquaint myself with some great fishing!!
The Territory locals have a saying -
'Litchfield DO KakaDONT'
Also, when passing through the Mataranka area, pay a visit to Bitter Springs - turn off east on the northern side of town. IMHO it is much nicer than the tourist populated and no longer natural Mataranka Springs.
There is also a very nice C'van Park just near the turn off to Bitter Springs - hand fed Barra and not a bad restaurant if you need a break from self prepared meals.
