Mr Howard says the changes are a dramatic and significant Commonwealth intervention.
"We're doing this because we do not think the Territory has responded to the crisis affecting the children in the Territory," he said.
Mr Howard says he will also scrap the permit system for entry to Aboriginal land.
There will also be a ban on x-rated pornography in the affected areas, and an increased policing presence.
"It is interventionist, it does push aside the role of the Territory to some degree," he said.

When PM says they are scrapping permit system, does that mean that no one can enter aboriginal land or anyone can enter?

Scrapping the permit system could make it easier for anyone wishing to visit some of the outback, such as the simpson desert.
Be interesting to see what they put in place of it though.

I'll wait for the oppositions response which will be equally as critical, but in a differnet way, possibly also blaming the fedrel government for inaction too.

As for the many issues with indigenous, health, welfare, crime and alcohol/drug abuse. Just remember it's not all over the Territory and that some homeland communities are definitely trying to better themselves and are very successful at it.
I don't agree with the present permit system, but I also think scrapping it is not a solution to these problems.

I watched the press conference on this today and I have to say - ya gotta take the whole package and see whats being done. There's much more to this plan than the few "media hyped" bits. Having spent a few years living in the territory recently I can say that I think this plan is going to be pretty effective. The problem will be if everyone doesn't get behind it - and bloody Claire Martin is just the type to try to derail the plan out of spite.
Good luck to Mal Brough - he's the only bloke in the last 20 years who seems to take any action on behalf of the good people living in remote communities - the ones that want law and order, clean conditions and a fair go for them and their kids.
