quick vic q...
I shall be traveling from Mansfield to Whitfield along the Mansfield-Whitfield Road on Wednesday, I've driven this road in summer, but this time of year is it a requirement to carry snow chains on this particular road?
I would think not, its very unlikely to be covered in snow

No, legally you wont have to carry chains but that road does get a bit of snow on it from time to time (most years that I remember other than droughts) so if you have them I would carry them just in case.
Even if there was snow on the road, it is the black ice that is the reason you really need chains and you can get that as low as the Dandenong ranges, it is just under the snow you cant see the ice.
Just take it easy and you should be ok.
