Obviously they wanted the package and were going to be unproductive difficult employees until someone saw the light and found enough $$$ hidden in the budget for just such an eventuality. In the period of the current govt. before I retired from Commonwealth service,packages in some Depts were open to anyone who wanted one. (CES was the horrible example). In other Depts. packages went to management's concubines, rellies, brown nosers, persons who were so incompetent even management noticed, "difficult" employees (ones who went on stress leave, lodged compo claims, complained to the union, complained to their MP, were not "team" players in that they knew a better way to do the job not the current yuppie consultants way), and those long serving ones who could remember the disasters last time that was tried. If you were competent and productive you did not get a package no matter.
