The rescue copter was here for an hour and a half,so his chances had to be low.
Died before they got him to Perth.

the answer is simple but not popular

learner permit to be held for 12 months with minimum driving hours logged for all weather, day night times

part of test for probationary license do skid control on skid pan

probationary license 3 years if caught speeding etc immediate cancellation of license and back to 12 months L plates and start of 3 year probationary period

re-tested before you move from probationary to full license

if you score breath test or speeding fines above 25km automatic cancellation of license and back to L plates then P Plates.

emphasis is on ensuring responsible skilled driving not revenue raising fines for govt

Time will tell if it works.
