It is a Triumph 650 Tiger,the cylinder head is the key to this. Date between 1955, the introduction of swinging arms and unitised construction in the sixties.

For the life of me i couldn't find a photo of this model bike, i tried all the Triumph sites, closest i got was a 59 Bonnville, what is strange is the twin down tube of the frame, i thought it was the 500 that had the twin tube front and the 650s Saint, Trophy, Tiger, Bonniville, had the single tube front as with the photo below, whereas the photo above has a twin tube front, the swinging arm was intorduced in 1954, so it's around that year also the head light is a single unit, i'm fairly sure the 54 to 60s 650 had a headlight/speedo combination.
