Well done, its Amaroo Park, 1998. Can't remember where though.
Strictly speaking its a tech bulletin this has been breached, intended for bull bars. The fishing rod holders top mounted lights, eye bolt recovery points etc.
I can't be certain, but I don't think it needs bumpers to be registered. Hell, we found out that in NSW any car is legal without a windscreen! Not just the pre-1965 stuff. 3 chips, & either replace the screen or remove it.

"Its injury from spiking....
And the Law applies to parked vehicles with tow bars...
You are not, by law, allowed to leave the tongue on a bar when not in use...
If someone kicks it you can be charged / sued"
Yeah, but what happened to 'looking where you're walking'. The threat of being sued is just that, a threat. There is no way you could successfully prosecute a driver for having a towbar fitted (despite what the Pedestrian Council says) and someone skinning their shin. We've all done it and it hurts... just makes you keep a look out in future.
What about these air lift hooks? They certainly don't comply but does that keep them off the road?
There's the Law, safety and common sense - they don't cross paths that often.
Amaroo - i thought it looked like it was taken from pit straight??
I think you'll find that military vehicles have special dispensation. A bit like military aircraft which don't have to comply to noise or pollution criteria, which civil aircraft must.
Yes true. I meant when they're ex-mil, like the one in the photo...and others on the road.
