Probably (technically) not. But if she killed someone, she would likely go for manslaughter, which still attracts a life sentence.

Police have case 'in hand'. But somehow I don't think that will be the end of the vandalism to the track. My predictions will be: no more twine across track but heaps of roots, boulders.... this person is on a vendetta.
I have seen a few guys taken out with a wire.
if the wire contacts the upper chest it forces the body back until the wire rides up to the neck, slicing though usually just above the voice box, taking out the wind pipe and a couple of major arteries, as the body moves further back, the head sill wants to travel forward, the wire then cuts its way up behind the jaw, now the head whiplashes back to past 180 deg, the wire is lodged behind the jaw, ripping out the jaw and sometimes ripping the flesh of the victims face, cheeks and brow up to and into the hairline, where the skin is a bit thinner and tends to rip off the scalp at that point, some times the top lip and nose is left in place some times not. personally I think a vigilante response is warranted on sick people like this. Leaving stones rubble on the tack as a hindrance is one thing; string up a wire is attempted indiscriminate murder. No different to killing the first Chinese, black, white or Jew that you see. Only in this case its kill the first rider. Fortunately if some one was to attempt to kill the first Chinese, black, white or Jew, the cops would be all over it. But in this case I assume they don’t really give a toss.

A decision re murder/manslaughter can only be decided in a criminal court on a case-by-case basis. Ad hoc interpretations have no basis.
