Would be more useful to know how many of these people would have survived if the vehicle did not have a bull bar.
Just looking at the latest news page from the NTC and there are new adr's for bullbars to come into force in 2010. I havent had a look yet so this is the link to the NTC page

Just having a quick look through the link and the documentation that comes with it in the frontal protection section... I think that you will find that it makes very little difference to most bullbar manufacturing companies, and it probably wont affect NSW at all.
