much to the disgust of our green bretheren, sump oil makes a good deterrent, the critters don't like getting it on their feet or scales as the case may be, it also controls the weed growth and if only applied to that specific area won't upset the ground water or the vegie patch.
a foot or so wide oiled space is enough to stop the slitherers from crossing, and they will go elsewhere.

If it is a rat problem they are sneaky sneaky buggers and whilst I have managed to catch them in a trap they are hard to catch. I used Soaked dog nuts to catch them. I have found the best way if possible is to have a .22 with ratshot and then use like a shot gun. shouldn't harm the tank but if does you didn't get this info from me!
I thought wombat to start with as the neighbours have a similar problem under the house and under their water tank, but they are very destructive animals and will move a power of dirt.
You can always try and smoke them out by building a fire nearby and fanning the smoke down the hole. this is quiet a good option also and has worked in the past for me.

get rid of ALL the food scraps around,and feed the dogs somewhere else,& make sure they dont leave any little bits of food around.once the rat or whatever starts to get hungry,it will go into a trap.
if it has a nice source of food it is used to ,why would it go into a trap.

A Quoll comes to mind but im not sure if they dig holes.
Size and being carnivourous matches though. i havnt checked the net to see if they dig.
if youve got one of these you dont want to harm it. They are smart and very gnarly if cornered.
