Bottle jacks are next to useless, but there's not much else you CAn use is there.
I want to buy a bottle jack for my LR Defender. These are pretty thin on the ground where I live, especially since I won’t buy one made in China.
“Mega” brand is available (Melchor Gabilondo, Vigo, Spain) and I’d be happy with that. There is a 3-ton model (costs equiv. GBP 18) and a 15-ton (GBP 36). Am I right in thinking that the 15-ton one, with its spare capacity and better able to lift a fully-loaded vehicle, is the one to go for?
But how can I be sure it’s compact (low) enough to fit under the axle when I have a flat tyre, and extends high enough (gives enough lift)?

It's not broken. It's "Carbon Neutral".

I have a 12 ton bottle jack with a screw section on top of it. Also carry a 2 ton foldable axle stand and a couple of 12 in square bits of ply for load spreading on the ground.
Tyre is not removed until axle is secured on axle stand and bottle jack. On soft ground remember it is possible to excavate below tyre if need be.

I got a 2 stage jack from a place in Rockhampton that was 190 down and 400mm up. 6 ton.
I heard afterwards that repco also have them in 3 tons. 3 ton is more than enough for a defender. You don't want anything taller than about 190mm or you will have to dig to get under a completely flat tyre. And if found then that a single stage jack would only just get it high enough to get the new tire on hard ground.
I see now you are in england, well have a look around you should be able to find something. Sometimes they are called 3 stage jacks (2 hydraulic and 1 screw)

The issue is not so much the load lifting capacity (afterall in theory a 2000kg version has the capacity to lift one wheel) it is the height of its lift and the the height when in the lowered position that is the prime criteria. You need one that will fit under a car when the tyre is flat but has enough height to lift the truck to get the other tyre on - you need at least 475mm lift (or more) - these are normally only available in two or three stage version.
If you do a search there was a thread on this topic about 6 months ago and there was a Defender suitable model available at Gasweld for under $100. I have a FAMM brand (two stage for my 101) with 480mm lift - just gets the wheel off the ground but is a bit tall when the tyre is flat - is 12000kg and cost just under $100 at a tools shop.

I swear by the little red landrover bottle jack as supplied with the discos.
2 stage, nice and low to start out with and nice and high at the end of it...
couple it with 2 300x300x50 blocks as base plates and a 600x300x50 block to use as a drive on wheel plate if youve blown one in realy soft sand and your laughing.
