I would believe it. A couple of times I had problems lighting a fire in a Brick fireplace that was frozen up at say -30. The little pile of kindling wouldn’t cut it, the smoke went up and came down again. I thought the chimney was blocked first but no it was just the cold. I could see this happening with a small fire and a low pressure inertia and over a few hours. The real problem would be the small flame.
In our area we have days of intense smoke pollution from Summer bushfires and the Area Health Service advises the Elderly, the young, pregnant women and persons with Asthma and COPD to stay indoors and close all windows and doors and if you have an air conditioner use it to help filter the air, so this another example of Bureaucratic bull****, Regards Frank.

We have had people die here from the use of unflued gas fires in sealed rooms.
