I had this problem on my disco too. I tried every thing on the market but it was told it could be hot brake dust or from driving on lots of hot sand like in the desert, which melts the top clear coat and beds in, could not get rid of it.

Best thing I have ever used to remove brake dust from mag wheels is Ajax floor cleaner, works like magic.

Try Sonax mag cleaner from Autobahn. Its not cheap stuff but it is really good at dissolving the dust buildup. It turns purple when you use it and you just wash off.

WD40 works well to.Just spray on and wipe off.

I spray on diluted CT18 Truck Wash, let it dry, the blast off with the high pressure water cleaner.
Just cover the brake dust with mud, problem solved.
I am pretty sure that brake dust cleaners in spray cans are just thinners.
As-in automotive paint thinner.
