As a matter of trivia I believe these rules were largely set up by Toyota to control/limit the import of second hand Japanese cars :o
When you look at some of the margins that arrive on cars in Australia I'm sure the local distributors were all backing it. At one point the retail price of a Lotus Elise when converted to AUD from GBP was around 40k. The price they were being sold for here was 80k :(
