You're probably right. But he was using his right hand and waiving that by pointing to his left (driver's right). In the heat of the moment there is room for confusion, but if the spotter had used his left hand and waived/pointed with that I reckon the confusion would have been lesser.
On the other hand, a stop signal might have been on the cards too.
Easy to say in retrospect though.
