I doubt you'd get something like this for under 750K. We had a couple of very similar machines in Albury with these quick change chucks which had about 60-70 spaces. Can be a nightmare to set up manually, but with auto/sensor measuring, the machine does it all in its stride.
Our machines didn't have tilting heads, which I think is termed 4th axis (?). If Brian steps in, he'll have the correct info on that bit I'm sure.
As for cooling fluids, the only reason its not used in the vid is so we can see what's actually going on. Without coolant of some description, a) the tool will become very blunt very quickly, and b), the swarf will not be directed to where it can be extracted from the machine.
If you look at the vid, you'll see where its cutting the end of a boss, there is a hefty burr on the finishing side. Denotes a blunt tool.
They are really awesome.
They remind me of the Pandulena Caves (Pandavleni) in India. Hand carved straight out the side of a mountain. Wicked.
