I think it was because I inadvertently made the cop look a bit of a goose. At a random roadworthy inspection operation he reckoned that my tail lights didn't work. I politely pointed out that the (factory fitted) lights in the bumper were operative, but his argument was that the lights in the bodywork had to work.
