That bar work is exactly the same as the SAS had on their GQ Nissan Patrols used in Counter Terrorism. Either this was used for that earlier or someone has dropped the bar work on a Rangie. The rear bar is designed to be stood on. The rack on top can carry all manner of things including ladders etc. I know the British SAS used Rangies in this role.
