    the motion of the board interupts the natural swing speed of the pendulum weights and they eventually syncronise, it only works if all the pendulums are close in natural frequency...

    the start point is to hang 2 pendulums from a bit of string hung between two fixed points, swing one and then the other will start to swing.

    The next bit is the "catching the swing" trick that crane operators do when moving a suspended load on a fixed speed slew crane. start the load moving and it lags behind the suspension point, stop the slew and the load swings past the suspension point, quickly send the suspension point in the direction of the load then stop it and if you get it right the load stops moving

    Now...

    take the concept of one pendulum swinging another from the bit of string and replace the bit of string with a moving solid bar, The motion of the bar is controled by the most dominant pendulum motion and that then starts "swinging the load" you'll notice that when all the metronomes are in synch the plank is "marking time" with a gentle back and forth motion.

    And thats that.

    You could say it's a "harmonic balancer"

    close but not quite, a harmonic balancer is designed to stop a vibration from turning into a harmonic and vibrating things to pieces.

    As the NOAA-N Prime spacecraft was being repositioned from vertical to horizontal on the "turn over cart" it slipped off the fixture, causing severe damage.

    The 18' long spacecraft was about 3' off the ground when it fell.

    The mishap was caused because 24 bolts were missing from a fixture in the “turn over cart”. Two errors occurred. First, technicians from another satellite program that uses the same type of “turn over cart” removed the 24 bolts from the cart 4 without proper documentation. Second, the team working today failed to follow the procedure to verify the configuration of the cart.
