Differance is easy (apart from style etc) - Skirts have panties underneath, but kilts don't.

I had originally seen the picture on the Courier-Mail website, and my first thought, without seeing the caption, was "geez, that's Quasimodo's aunt, and she's done her makeup in the dark"
