TPG does not charge for uploads, only downloads. The plan I told you about is 25gb peak and 25gb off peak (4am-9am) so you can schedule torrent downloads for the off peak times so you dont go over your limit. If you do go over you get slowed to dial up.
The plan I am on is 80/mth and is 200gb(140+60).
I have been downloading a heap of movies, tv shows and music (all james bond movies, monty python flying circus, get smart, banana splits and heaps of others) and the big download limit has come in handy for that.
If you dont download much video, you probably dont need something as extreme.
It is very fast, quickest I have had so far is 2.4mb/sec
