It is very difficult to come up with a single name - for example, how do you compare the evil tendencies of two people who had different access to means to do evil - for example, someone like Jean-Bedel Bokassa compare to someone like Napoleon, to pick a couple of French speakers? But I will have a go, restricting consideration to national leaders.

1. Saloth Sar - managed to kill a larger proportion of his own country's population than any other national leader that I know of, all in the name ideology.

2. Ioseb Besarionis dze Jughashvil - managed to kill larger numbers of his own country's population than any other national leader in history, nominally in support of ideology, but actually to preserve his own power. His career started as a small scale crook, rising to leadership in the revolutionary movement largely by murder, and consolidated his position the same way, and then rewrote history on a massive scale. Eventually, despite having murdered or starved millions of his own citizens, and having consolidated his position by murdering all rivals, including those who fled overseas, he was widely revered as a leader of international socialism and as the leader of a nuclear power. This reputation started to be demolished almost as soon as he was dead!


Interestingly, both of these lives overlapped my own. This may be an artifact - we know more about national leaders in the last hundred years or so than at any time in past history, simply because of better communications.

Joseph Stalin (18 December 1878 - 5 March 1953) was the General Secretary of the Communist Party of the Soviet Union's Central Committee from 1922 until his death in 1953. In the years following Lenin's death in 1924, he rose to become the leader of the Soviet Union.

Stalin made efforts to augment his public image, and a cult of personality developed around him. However, after his death, his successor, Nikita Khrushchev, denounced his legacy, initiating the period known as de-Stalinization. [4]
