Tried the tape thing once and it didn't work for me:(
This will sound strange but worth a try...
Take the washer assey from your tap outside and use it inside to stop the leak there.
Fit the worn one to the outside tap, fit your hose and turn the nossle end off.
The hose will be under preshure till the washer is replaced but it might be an out for you.
when you take the tap out of the body of the outlet and you hold the thread in your hands can you turn the tap handel clock wise untill it portrudes out about an inch or 2
there is no way you can lose that much water even with a stuffed washer the only thing i can think of is that washer has a sharft on it that fits into a hole in the tap and it is tilting sidways when you are replaceing it and stopping the tap from screwing all the way down

wow how good is that i got the little seat thing in the bottom it was all cracked so i wrapped it up with thread tape and now it dont leak.....dodgy i know it will do till tomoz when i can get to bunnings and get a new seat......i hope
the seat thing is of brass and is part of the tap mould ,do you mean the thing that has a little brass sharft that slides into a hole in the threaded part of the tap that you unscrew
thats the one i think i can best describe it as a little plug with a shaft on it and it looks like the tap handle pushes this plug in and out which lets water through i know thats the problem part coz its stopped leaking since i wrapped it in thread tape i looked like it was plastic and it was cracked i have a few pics ill try upload them

When you go to BUnnings do yourself a favour and buy a tap reseating tool, pay a bit more and get a good one and as you do washers just touch up the seat. That way they will close off with hardly any pressure and the seals will last longer.
(try to get one that has a couple of carbide? cutters rather that lots of 'teeth')

My advice get rid of the jumper valve and fit a 1/4 turn ceramic but reseat it first. that way you won't have to touch it for a very long time unless you have heavy handed kids or visitors. Your location may help too.
