If the maps are stored within the iPad then no.
It would be just like having a normal iGo or TomTom whatever device.
I assume that the iPad gps system works like the iPhone 4?
Phone has a built in gps that works fine if it can see satellites (like any other device) but if it is in a gps poor location it can use triangulation from phone towers to assist - assuming you have data enabled.
I always have data turned off. Just turn it on when I want it on. Hate to think what it is doing as I drive around if left on.
Problem with iPhone is that to use mapping you have to have data turned on since it downloads the map(s) as you move around.
That said, with data turned off, I do get a map showing my location. Does that mean it does some caching of maps? Must do some research on this.
Also consider... if it does get maps as needed, how much data does this use? How much data do you get? etc.
