There was a perod in time when our SF guys all drove Patrols with very H tinted windows....is this the same do you think?
I have seen 3 D4's while I have been in China all black with black window tint. 2 of them have had government number plates.
I have seen a hand full of expedition kitted 4WD's but most of the 4WD's seemed to be used as I am bigger than you get out of my way weapon.
The driving and traffic in Shanghai and Beijing is just simply incredible in its scale. They drive on what seems to be some hive mind method with only the occasional hit.
If you ever come here don't assume right of way on a pedestrian crossing.

What I noticed about the one driving was everyone got out of its way quickly so I assume it was someone they didn't want to mess with.
The others have very dark tint.
I've been to China 11 times over the last 2 and a bit years for work, mostly to Shanghai, but with 1 trip to Beijing.
As you say, the traffic is absolutely horrific, and crossing a road even at the "green man" you are still taking your life in your hands. You can't even rely on cars/bikes/mopeds actually coming from the correct direction either.
It's truly scary.
The standard of driving is something akin to a demolition derby, but without the impacts, and it is compulsory to drive with one hand on the horn.
I didn't see any D4s in my travels over there, but did see a couple of FL2s, definitely civilian owned rather than government though.
We are in Xi'an at the moment and I spotted another Black D4 with very dark tint. This one was pretty dirty so I assume it was a civilian owned D4.
