From experience I would not go any lower than 20 psi, I did run with 18 psi for a while & damaged 2 tyres beyond repair. (hence I went to 17" rims-2.7 tho')
Again I was also running the std GY Wranglers, so I may be a little different if you were running the MTR's with a slightly stronger sidewall.

There are many variables in this question.
It all depends on terrain / speed and driver skills and awareness.
On sand recently I ran my tyres at 14 psi without an issue. Yes I was always aware of the low pressure and did not turn too tight too fast otherwise it is easy to roll a tyre off a bead. And no I would not drive on the bitumen at all at that pressure getting to a servo, carry a compressor to reinflate.

In the bush however I generally drop pressures down to 24 / 25 psi for both grip and comfort, again I assess the terrain as to wether I should go lower or higher. When I cross travel from dirt to bitumen I keep the speed down to a max of 80kph to look after the tyres.

The more experience you get the more you will get to know what you can and cannot do.

I was referring to off road only.
Mid twenties sounds like a safe bet.

When on sand, i always ran them at 15psi. Never had any dramas.
