You'll find that Australian 4WDs need only have a rating of N, irrespective of the placard.  This across Australia.
More to the point is rims with non-standard offset, greater diameter and rubbing on max flex/lock.  These are all specific things the regs say you cannot do, but are routinely ignored by offroaders.
