I'd be checking that the filter is in correctly and that's it's latched in tight.
You'll need to pull out the glove box as the filter lives behind it.

thanks - never having looked, I imagined the filter to have a plastic frame of some kind but it is actually just a paper insert, so there's a lot of room to wriggle it, and a good case for gentle handling to get the best fit. I think I've at least reduced the whistling but the filter is definitely a bit squished, probably from the cover being pushed back on.
