That is exactly the correct way it is legally required to operate. The speedo cannot be less than the actual speed. They are set for about a 4 kmh difference so if your speedo says 100 kmh you are actually doing about 96. Totally normal.

Hi Folks I have the same 116 on Speedo = 110 on Hema and no probs with police
