Intermittent horn / CC buttons - rotary coupler ("clock spring")?
Update- took the clock spring off and there’s a clear sticker you can remove over some access hole. Gave it a big blast out with contact cleaner turning the access hole to different positions and all the harness connections.
Reinstall and after connecting battery cleared the driver airbag fault and it did not come back. It was a permanently reoccurring fault prior to that.
Hopefully it stays like that.
Nice that LR has alignment marks on the steering wheel and steering column so you can’t get that wrong.

Update - the drivers airbag light is back on so new clock spring will be next repair item.
And all the other steering wheel switches don’t work.

New clock spring ordered last Thursday from AF arrived today. Is a made in China unit but absolutely identical in every way including decals and lock key to the original I removed.
Fitted and all functions back to normal.
Country driving with no cruise control is no fun.
Now a 20 minute job with recent practice.
Update: the LR branded original unit also has China stamped on the back of it. Nearly 14 years old, not bad.

Yep I’ve got the old one on my desk and it’s identical except for LR stamp in the plastic case. I’m totally confident it’s from original manufacturer. There’s a break off centering key for installation both have.
Local price from LR dealer was $582. From a Indy parts supplier $494.80. From a wrecker he was trying to sell me from a wrecked 08 for $250.
From AF £88.61 plus shipping so well less that $250 although I got a few other items.
AF don’t offer any other options so I work on basis they have done the homework on what gives them least headaches.
Easy to see it would cost close to $800 for a dealer to replace which is scary. You’d be crying. Literally can get the steering wheel off in 15 minutes now.
I’d love to buy local but………
