Peter - yes, that is what I understand as well. I think it reduced the chance of powder compacting at the bottom when standing up.
A rally racing friend also buys his extinguishers from boating shops. The reason being - the mounting brackets are more robust. Spring steel straps with cam locks, and steel mounting brackets. The idea is that plastic breaks too easily on boats.

						That doesn't look like a D3 to me, there is no room on a D3 to mount it like that unfortunately.

That appears to be an installation in a D1......there is not enough room for it in my D2 either.

OK... We mount ours in one of two locations.
- Just inside the load area on the RHS.
- The base of the passenger seat (i.e. just under the passenger's legs).
Either way, the mounting needs to be bolted into something metal.
The cages for the extinguishers are metal and have a metal strap, with latch to hold it in place.

As wine is important to me I didn't want to loose the bottle holders, but did want 2x 1kg bottles solidly mounted. I choose the base frame of the rear seats, 1 each left and right. Pretty easy to reach and out of the way of your feet as you swing in and out. The plastic trim isn't up to the task so you need to add a couple of supports to take the weight. In my case I turned up a couple of aluminium bosses and bolted them to the frame.
