LR Australia in a brilliant flash of wisdom back around 2003 removed all authorised service agents that weren't dealers and cut back on the number of dealers.
It is possible to get warranty work done by a reputable workshop but this has to be approved through a dealership and (I think) LR AUstralia.  I know this can be done as I had a couple of recalls on my D2a done in town and a friend had some warranty work on his Puma last year all by the local Toyota/Nissan dealer.
This may be a special case because I  am in an extremely remote location.  I also know it wasn't straight forward for my friend to organise the work on his Puma.  So I guess I'm saying its possible but note always achievable.
