When I bought mine, the fan was always engaged. When I had it off - can't remember what for now - I found the pin in the front that the bimetallic strip operates was jambed in. I cleaned everything up and freed the pin up and it has been working fine since. There's only 2 screws on the hub that hold the bimetal strip on, the pin is just behind this.
If you need to contact me please email homestarrunnerau@gmail.com - thanks - Gav.

Keep in mind no Electric fan will move the sheer volume of air that the viscous can.

Harlow, is the radiator relatively new?
Something is messing with your air flow by the sound of it.

when I first got mine and removed the front bumper, I had about 1 years supply worth of hay and a few bird skeletons jammed in front of the radiator and behind the ac fan shroud
