Pas it means at idle cyl 1,3,4 are compensating for fuel. if you rev the engine they will probably all show 0 .
anywhere from 1mm to 3mm I am lead to believe is acceptable.
Does your speedo needle have a slight twitch when idling?
It'll mean an injector might be fouled, leak off etc.

if you want to borrow my leak off kit your welcome to. . to see which are leaking off in excess.

If you want your injectors cleaned and flow tested drop them off to a company called John Diesel in Hallam he does them for a reasonable price and 24 hour turn around. Tell him I sent you and to add my mandatory spotters fee of $15% onto the bill for me.
