There should be a bracket about 60mm long and shaped to the angle of the stand, this is attached to the end of the T bolt with a backing plate through which the T bolt is located. This is allowed to swivel and is held in place by the split pin.
It shouldn't be too difficult to make one, getting the clamp curved to the same angle as the stand pole would be the only tricky part.

					 . I was wondering if someone could show me the clamp set up that tightens onto the jockey stand. My trailer has the "t" bolt with a hole (for a split pin?) but nothing else and it cuts into the stand leaving sharp bits.
