Can’t speak to the buoyancy but I think you will be surprised as to how much the stuff will expand into the available space. I nearly always find myself trimming away a lot of excess.
I'm thinking of filling a 2m X 75mm, PVC pipe to use as a floatation device in the dam, for 1.8m X .6m wire netting. The idea being to drag it around behind the tinny to remove unwanted scum and invasive, surface weeds.
What type of foam filler would suffice?
Volume 3.5 litre (3500cm³)
If I block one end of the pipe, will it fill the 2 metre length if applied from the other end, or would I need to drill a hole halfway and fill.
I'm assuming that this type of foam will make the pipe more buoyant than just an air filled, sealed pipe?

I reckon air alone will suffice, I further reckon you're trying to disguise playing boats as work.
