I have real experience of the Italian tune up working. Whilst living in London my 93 vogue did not get to many long runs. Come yearly inspection time it was close or over the emission levels a couple of times. I lived close to the M4 motorway so drove it between 2 junctions in 3rd gear at the highest revs I could stand. On retest the emissions were very low, much lower than required to pass inspection. I always gave it the same treatment after the 1st fail and it was never an issue again.
